 What would happen if the following groups were allowed to determine whether a new (expensive) drug could

be used:  Doctors  Patients

 Patients with other diseases  Tax payers (non-patients)  Education leaders, police, MoD  Pharmaceutical manufacturers

Bodies Appointed To Make Decisions

 Formal, national/regional decision-making bodies introduced to Canada, Australia and New Zealand in the early 1990s  Much of Western Europe has followed (e.g. NICE, SMC, TLV, G-BA, HAS)  United States was slower to adopt “4 th hurdle” mechanisms:

 Due to absence of a single healthcare provider?  Due to competitive nature of health care insurance?

 Due to increased role played by consumers?  Adoption has increased in recent years
