• Commercial organisations and public bodies make decisions about and use data in ways that affect the lives of all those they interact with. These decisions must be taken as openly as possible. However, while data subjects have the right to know what is being done with their data, there are some situations where it is prudent for aspects of data processing to be kept confidential.

• Use of social media and the ever growing number of data breaches means that even actions intended to be secret may be brought into the public's awareness, despite an organisation's best efforts to keep them hidden • Whistleblowing - Edward Snowden leaked secret NSA documents in 2013 showing that the agency collected massive volumes of the data of United States citizens.
